The OSFL Kaunas Centre
The goal of the Culture Programmes is to contribute to the renewal, development and integration of the different spheres of Lithuanian Culture in the context of global culture. The programmes encourage experimentation, qualitative innovation, co-operation among the various Lithuanias ethnic and confessional minority cultures, and creative contacts with Western and Eastern cultures.
This programme block comprises the programmes of Cultural Infrastructures, Performing Arts, and the Soros Centre for Contemporary Arts. Jointly with the Publishing Programme, presentation of Lithuanian Culture was undertaken at the East-West festival in Die (France). A wide variety of attractions was offered to the visitors of the festival, from folk crafts to publishing. Over 80 people patricipated in this ten-day event. The French press showed considerable approval, and broadcasts were prepared by the national media.
Cultural Infrastructures Programme
The programme supports projects which encourage the decentralization of culture, which stimulate the dissemination of the cultural process in the regions, and which foster the artistic activities of children and young people, the improvement of the qualifications of those involved in cultural work, and the establishment of new-style cultural institutions are also significant programme goals.
In 1997, the programme supported cultural publications, and by way of competition granted financial assistance newspapers and journals striving to modify their content and promoting the search for new authors.
Continuing the joint project with the county of Hampshire (Great Britain), a competition was mounted for Lithuanian museums and cultural centres willing to apply creatively the experience of their British colleagues.
Staff from four museums: the Museum of Art of Lithuania, the Alytus Museum of Regional Law, the Kernavė Archaeological and Historical Museum-Reserve and the Jonava Regional Museum, as well as from two centres (Panevėžys Garsas and Mažeikiai Nafta) went on a visit to Hampshire and became acquainted with the work of analogous institutions.

The aim of the programme is to give new impetus to the development of modern theatre, music, dance, and cinema, to encourage discussion and experimentation, to search for new modes of creation and education, to establish and to consolidate independent performing arts institutions, and to integrate these institutions into the international life of the arts.
While striving toward these objectives, the programme is active in several respects: it supports projects by artists and art institutions, giving priority to innovative creative enterprises and to educational and international exchange projects; collects and disseminates information on perporming arts institutions, events, educational courses, and sources of funding both in Lithuania and world-wide and it initiates and implements its own projects, of which the most prominent is the so-called Project of the Year, devoted to a different field of the arts every year.
With the aim of expanding the range of musical phenomena presented to the Lithuanian audience, and of stimulating discussion on the present situation of musical culture, in the autumn of 1997 the programme arranged the international forum Musica Ficta. The event involved nearly 200 performers and guests from 10 countries of Central and Eastern Europe and the United States. During a survey carried out by the Lithuanian TV cultural program Ženklai the Musica Ficta forum was selected the best event of the year.

The sphere of activity of the House is the development of humanitarian thought and contemporary art. It has a library which receives the latest contemporary publications and periodicals in six languages; there is an Internet centre; the House permanently organizes meetings, discussions and film reviews. Recordings of music, film and film versions of plays are collected in the audiovisual library.
Working to facilitate informative discussion, the Open Society House contributes to the implementation of other initiatives of the fund that take place here, and assists in the organization of events, discussions and exhibitions initiated by non-governmental organizations or private persons supported by the OSFL.

Open Society Culture Link Programme
The programme supports projects of cultural co-operation between the countries of Eastern and Central Europe. In 1997, the participation of 16 Lithuanian artists in the events of the region was granted support. Partial financing was awarded to 17 analogous events in Lithuania.

Soros Centre for Contemporary Arts (SCCA)
The centre is a constituent part of the SCCA network in the countries of Eastern and Central Europe. It accumulates and disseminates information on Lithuanian art in the country and abroad, and collects documetary materials on contemporary Lithuanian artists. During the past 5 years, over 80 sets of thorough documentation of artists creative work were compiled, as well as over 300 informational potfolios on Lithuanian artists (provided with slides, biographies, and printed material).
In 1997, the SCCA in Lithuania grant competition for an annual exhibition was won by the Contemporary Arts Centre in Vilnius, which prepared and presented the exhibition Twilight.
The SCCA exchanges exhibitions with the other Eastern European Soros centres for contemporary art. In Kaunas M. Žilinskas gallery the exhibition was mounted of Edi Rama, an artist from Albania, entitled In Search of Church.
The SCCA provides Lithuanian artists with information on international art events, corresponds with exhibition curators of various countries, and supports and encourages the participation of Lithuanian artists in international exhibitions. In 1997, on the recommendation and by the mediation of the centre, Lithuanian artists took part in 16 events abroad.
The SCCA prepared the following exhibitions of contemporary Lithuanian art abroad: Silent and Noisy Coloured Sounds on a Sheet of Paper: Contemporary Lithuanian Art, Galerie Sparkasse Erfurt, EKS im Haus der Philharmonie, Suhl (Germany); Artists from Lithuania within the exhibition The Great Dusseldof Art Exhibition NRW 1997, Kunstpalast, Dusseldorf (Germany); Lithuanian Dialogues 97, Stacione Marittima, Trieste (Italy). During the Lithuanian art festival organized by the OSFL in Die (France) the centre presented photography exhibitions of the work K. Stoškus, A. Sutkus, R. Požerskis, V. Bubelytė, A. Budvytis, V. Balčytis, textiles exhibitions of F. Jakubauskas and E. Bogdanienė and installations by R. Katiliūtė, L. Kasputienė and R. Alminas.
The SCCA coordinates the regional ArtsLink Programme. In 1997, one Lithuanian artist went on a study leave to the United States. In addition, the SCCA provides artists of Lithuania with grants for the preparation of exhibitions, and for the creation of publications on contemporary Lithuanian art.

Soros Contemporary Arts Regional Programme
The aim of the programme is to develop the links between the Soros centres for contemporary art, to arrange common exhibitions and implement other projects.
In 1997, the exhibition The Salty Past: Aleksandras Macijauskas, Antanas Sutkus was organized jointly with the SCCA in Lubliana (Slovenia). The SCCA also arranged the exhibitions About Vilnius: Vytautas Balčytis, Alfonsas Budvytis, Algimantas Kunčius in the Museum of Photography of Latvia (Riga) and About Silence. The New Lithuanian Photography - Alfonsas Budvytis, Snieguolė Michelkevičiūtė, Gintautas Trimakas in Tallinn exhibition hall. A catalogue of the works shown at this exhibition was published.

Founded in 1996, the Centre strives to assist the citys cultural workers and scholars, to influence the image of the city, to stimulate the activity of society, and to break through barriers of passiveness and self-containment. During diverse meetings, events and actions, the public is informed about the OSFL and invited to co-operate. The activities of competent social organizations were supported, and a competition was announced for relevant projects fostering a democratic society and an open civic attitude. The Centre comprises a library and reading-hall, an Internet centre, and functions as a foreign studies information recourse. The Centre activities continus to expend, the range of issues tackled and discussions gets ever wider.

The programme sponsors the publication of translated and original books in the humanities and social sciences which introduce readers into the context of contemporary intellectual culture. The aim is to encourage critical thought, and mutual understanding among various cultures, and to present diverse conceptions of fundamental social and cultural issues, thus consolidating the ideas and values of an open society. It is sought to foster a strong, multifaceted and independent book publishing and trade industry as a vital constituent of society.
For the implementation of these goals, the book series Books for an Open Society is published (BOS; ISSN 1392-16730). 96 have been published all in all, and 90 more are in preparation. The series consists of four parts: 20th Century Works, Classics, Acquaintance and Guidelines for Business.

The books are selected on the basis of suggestions by Lithuanian and foreign experts. Translations are undertaken from the following languages: English, Danish, Spanish, Italian, Polish, Dutch, French, Russian and German, as well as from Classical Greek and Latin. The OSFL usually covers the copyright costs, and finances the translation, editing and publishing of the book in one of 22 Lithuanian publishing houses.
In 1997, an annual open competitions for publishers were introduced. Out of 24 publishers applying for the publication of 117 books, sixteen won the competition with 33 projects. The publication of part of these books is financed jointly with the CEU Translation Project in Budapest and the USIS (United States Information Service).
The circulations of the series Books for an Open Society:
The programme continues to train publishers and book-sellers. Support is given to their participation in the international book fairs. For the fifth time the OSFL has organized a national collective exposition of Lithuanian publishing houses at the Frankfurt International Book Fair (with the support of the Organization of the Frankfurt Book Fair and the Ministry of Foreign Affairs of Germany). The OSFL also helped the Lithuanian Publishers Association organize book expositions at the Baltic Book Fair in Riga, and at the book fairs of Warsaw and Leipzig. A catalogue of the publishers of Lihtuania was published in English.
In 1997, the project Creation of a System of Publisher and Bookseller Training in Lithuania was started together with the Faculty of Communications of Vilnius University and foreign partners. Jointly with the European Council, Martynas Mažvydas National Library, associations of publishers and booksellers, the Publishing Programme undertakes the creation of the Lithuanian catalogue Books in Print , which is planned for electronic distribution as well.
