THE PUBLISHING PROGRAMME

On the initiative of the programme the translated books in the humanities and social sciences are published. The aim is to introduce readers to contemporary intellectual culture, to encourage critical thinking and mutual understanding between cultures, and to present diverse conceptions of fundamental social and cultural issues, thus consolidating the values and ideas of an open society. The programme seeks to foster a strong, multifaceted and independent book publishing and trade industry as a vital constituent of the open society.

To implement these goals, the series Books for an Open Society is published (ALK; ISSN 1392-1673). Since 1992, a total of 120 books have been published in this series; the same amount is under preparation. The series consists of several minor series: 20th Century Works, Classics, Acquaintance, Guidelines for Business, and The Making of Europe.

Local and foreign experts select the books on the basis of suggestions. Translations are undertaken from English, Danish, Spanish, Italian, Polish, Dutch, French, Russian, German, and ancient Greek and Latin. The OSFL usually covers the copyright fees, and finances the translation, editing and publishing of the book in one of the publishing houses in Lithuania. In 1998, in the competition for publishing translated books in the humanities and social sciences, out of the 21 publishers that applied to publish 118 books, 18 won the competition with 48 books.

The publication of some of these books is financed jointly with the Central European University (CEU) Translation Project, the project East Translations for East and the United States Information Service (USIS) in Vilnius.

The books in the series are donated to public, university and high school libraries in Lithuania.

In April and May 1998, discussions on the programme were organized in Vilnius, Kaunas and Šiauliai:100 Books for an Open Society: What Books are Needed for Lithuania? The books in the series are regularly discussed in the Open Society House. At the Warsaw Book Fair, two books were introduced and discussed, with the participation of the authors and a group of specialists from Lithuania and Poland: Leszek Balcerowicz, Capitalism. Socialism. Transformation and Norman Davies, and God’s Playground. A History of Poland.

In cooperation with the Centre for Bibliography and Book Science of the Martynas Mažvydas National Library and Publishers and Booksellers associations, the first Lithuanian Books-in-Print catalogue 1998 was prepared and published in 1,000 copies; it can also be found on the Internet (http://www.lnb.lrs.lt).

Together with the Bibliology Department of the Faculty of Communications at Vilnius University, the British Council, and in cooperation with the publisher and bookseller associations, the project “Book Publishing and Bookselling Studies at Vilnius University” has been supported.

Internet programmE

            The Internet Programme supports projects seeking to provide interesting and useful material on computer networks, and organizes training courses; it provides Internet services to educational and research institutions, non-governmental organizations, as well as individuals, gradually transferring them to other institutions.

            A competition, Lithuania on the Internet, aimed at presenting original information on the Internet, creating user-friendly information search programs with Lithuanian characters, preparing teaching aids on how to use the Internet, were organized. The most interesting WWW web site projects were selected in culture, art, education and science, e.g., Worldwide Open and Interesting Samogitia, Encyclopedic Reference Book on Astronomy, Internet for the Blind of Lithuania, etc.

A new development in the programme is the competition Distance Learning Courses on the Internet, stimulating distance learning on the Internet in Lithuania. The competition received a number of applications, most of which, however, were of a low level. The results showed that serious assistance is still needed for distance learning. Free courses were organized instructing people on how to prepare material for presentation on the Internet.

From 1999, the programme will not provide Internet connection and e-mail services.

OSFL KAUNAS CENTRE

The OSFL Kaunas Centre aims at encouraging open communication, discussions and even controversial debates, and at stimulating cultural and civic events. During meetings and events the Kaunas public is informed about OSFL strategy, its activities, programmes and cooperation possibilities.

The library-reading room, used by the Kaunas public, is still being formed. The number of readers is increasing, and the collection has received over 130 of the most recent publications. A computer-based catalogue has been created.

The centre has a positive atmosphere, and is frequented by people with broad interests and views; it is becoming ever more open, the problems under discussion are increasing. Young people learn about possibilities to study abroad and about various scholarships and grants.

In organizing discussions, preparing and implementing new projects, sociological polls and research, the centre cooperates with the Kaunas city authorities, and educational and cultural establishments. A project for youth leaders of the city has been prepared, and is under implementation. The centre has an Internet connection.
